FAR 61.33 — Test Administration

FAR 61.33 is a short but foundational rule covering how FAA airman tests are administered under Part 61. It states that any test required by Part 61 — whether a knowledge test (written) or a practical test (checkride) — must be:
- Given at times designated by the Administrator (the FAA),
- Given at places designated by the Administrator, and
- Administered by persons designated by the Administrator.
In practical terms, this is why you can't just take a written test wherever you want or have any CFI sign you off as a checkride examiner. Knowledge tests are administered at FAA-approved testing centers using approved proctors, and practical tests are conducted by Designated Pilot Examiners (DPEs), FAA inspectors, or other authorized personnel. This rule ensures consistency, security, and integrity across all pilot certification testing in the United States, so every certificate issued meets the same standard.
