FAR 61.83 — Student Pilot Eligibility

FAR 61.83 lays out the basic eligibility requirements you must meet before the FAA will issue you a student pilot certificate. There are only a few, but they are firm gateways into flight training.
- Minimum age 16 for powered aircraft (airplane, helicopter, powered-lift, etc.).
- Minimum age 14 if you'll be operating a glider or balloon only.
- You must be able to read, speak, write, and understand English.
If an applicant cannot meet the English-language requirement due to a medical reason, the Administrator may issue the certificate with operating limitations necessary for the safe operation of the aircraft, rather than denying it outright.
Why it matters operationally: the age floors line up with the soloing ages in FAR 61.87, and the English requirement exists because all ATC communications, charts, checklists, and FAA publications are in English. Failing to meet either requirement disqualifies you from solo training until you do.
