A Special VFR (SVFR) clearance is an Air Traffic Control authorization that permits a pilot to operate within the lateral boundaries of controlled airspace designated to the surface for an airport when the weather is below the basic VFR minimums of 14 CFR 91.155. SVFR exists to allow flexibility in arriving at or departing from an airport when ceilings or visibilities are marginal, without requiring the pilot to file or fly an IFR flight plan. It is granted only on a workload-permitting basis and only when an SVFR operation will not delay IFR traffic.
SVFR may be requested in any Class B, Class C, Class D, or Class E surface area, unless that airspace is annotated "No SVFR" on sectional charts. The list of airports where fixed-wing SVFR is prohibited appears in 14 CFR Part 91, Appendix D, Section 3 — these are generally the busier terminal airports where SVFR would interfere with IFR flows (for example, LAX, ATL, BOS, DCA). The restriction applies only to fixed-wing aircraft; helicopters may still receive SVFR at those locations.
Weather Minimums for SVFR (14 CFR 91.157):
- Operations must remain clear of clouds.
- Flight visibility must be at least 1 statute mile.
- For takeoff and landing, ground visibility must be at least 1 statute mile; if ground visibility is not reported, flight visibility must be at least 1 statute mile.
- The ceiling requirement of 1,000 feet that applies to basic VFR does not apply to SVFR — there is no ceiling minimum, only the cloud clearance and visibility requirements above.
Night SVFR Requirements:
Between sunset and sunrise (or, in Alaska, during the period a prominent unlighted object cannot be seen from a distance of 3 statute miles), SVFR may not be conducted unless:
- The pilot is instrument rated and current under 14 CFR 61.57, and
- The aircraft is equipped for instrument flight in accordance with 14 CFR 91.205(d).
This night restriction exists because the visual references that make daytime marginal-VFR operations feasible largely disappear after dark, and ATC wants assurance that a pilot caught by deteriorating conditions can transition to instruments.
Obtaining an SVFR Clearance:
SVFR is never issued automatically — the pilot must specifically request it. A typical exchange:
- Pilot: "Centerville Tower, Cessna 12345, 5 miles north, landing Centerville, request Special VFR."
- Tower: "Cessna 12345, cleared into the Class D surface area, maintain Special VFR conditions at or below 2,500, report 2-mile final."
When ATC issues SVFR, the controller will assign altitudes, routes, and reporting points as needed for separation. The clearance includes the phrase "maintain Special VFR conditions," meaning the pilot is responsible for remaining clear of clouds and maintaining at least 1 SM flight visibility. If the pilot cannot maintain those conditions, an amended clearance must be requested or the pilot must declare an emergency.
Practical Considerations:
SVFR is a useful tool but should be evaluated with sober judgment. Marginal VMC operations have a poor safety record, especially for VFR-only pilots flying in unfamiliar terrain. Considerations before requesting SVFR include:
- Terrain and obstacles — flying clear of clouds at 1 SM visibility leaves little room for towers, ridges, or antennas. Be intimately familiar with local obstructions.
- Trend of the weather — improving weather is more forgiving than deteriorating weather. Request a current METAR and trends.
- Alternates — what airport will you divert to if conditions worsen en route to the SVFR airport?
- Personal minimums — many experienced pilots will not accept SVFR clearances at unfamiliar fields or at night.
An important distinction: SVFR applies only within the surface area of controlled airspace. Once outside that surface area, the pilot is back under normal Class G or Class E VFR minimums, which in Class E controlled airspace below 10,000 ft MSL means 3 SM visibility and the standard 1,000-500-2,000 cloud clearance. A pilot may legally fly SVFR within a Class D surface area at 1 SM clear of clouds, but cannot legally cross the boundary into surrounding Class E airspace at that visibility.
Example Scenario:
Reported weather at a Class D airport is 800 broken, 2 SM visibility in mist. Basic VFR (1,000-and-3) is not met. A pilot inbound from a nearby airport may request SVFR, and the tower — workload permitting and after sequencing any IFR traffic — may issue a clearance to enter the surface area maintaining at least 1 SM and clear of clouds. The pilot lands normally, having operated legally under the SVFR rule despite weather below basic VFR minimums.
SVFR is fundamentally a regulatory accommodation, not an endorsement that flight is wise. The pilot in command retains full authority and responsibility under 14 CFR 91.3 for the safe conduct of the flight.
