FAR 91.1067 — Flight Attendant Testing

FAR 91.1067 applies to fractional ownership programs under Subpart K. It says a program manager or owner may not use a flight attendant — and no person may serve as one — unless, within the previous 12 calendar months, the program manager has tested that person and determined they are knowledgeable and competent in specific subject areas relevant to their duties.
The testing must cover both initial and recurrent training topics, including:
- Authority of the pilot in command
- Passenger handling, including deranged or disruptive persons
- Crewmember assignments and responsibilities during ditching and evacuation, especially helping passengers who need assistance reaching an exit
- Passenger briefings
- Location and operation of portable fire extinguishers and other emergency equipment
- Proper use of cabin equipment and controls
- Location and operation of passenger oxygen equipment
- Location and operation of all normal and emergency exits, including slides and escape ropes
- Seating of persons who may need assistance to evacuate, per the program manager's operations manual
This matters operationally because flight attendants are the cabin's safety professionals — their currency directly affects passenger survivability in an emergency.
