FAR 91.1431 CAMP Continuing Analysis

FAR 91.1431 requires fractional ownership program managers to continuously analyze and correct their CAMP inspection and maintenance programs.

In Plain English

FAR 91.1431 applies to fractional ownership program managers who maintain aircraft under a Continuous Airworthiness Maintenance Program (CAMP). It requires them to actively monitor how well their maintenance system is working — not just set it up and forget it.

Key requirements:

  • Establish and maintain a system for continuing analysis and surveillance of the performance and effectiveness of the inspection program and the programs for maintenance, preventive maintenance, and alterations.
  • Correct any deficiencies found, whether the work is done by the program manager's own employees or contracted out.
  • If the Administrator finds the procedures inadequate, the program manager must make the requested changes after notification.
  • The program manager may petition for reconsideration within 30 days by filing with the Executive Director, Flight Standards Service. Filing the petition stays the notice — except in safety emergencies.

Operationally, this rule ensures that fractional operators don't just have a maintenance program on paper; they must continually evaluate and improve it, catching trends and issues before they become safety problems.

Regulation Text
14 CFR § 91.1431
§ 91.1431 CAMP: Continuing analysis and surveillance. (a) Each program manager who maintains program aircraft under a CAMP must establish and maintain a system for the continuing analysis and surveillance of the performance and effectiveness of its inspection program and the program covering other maintenance, preventive maintenance, and alterations and for the correction of any deficiency in those programs, regardless of whether those programs are carried out by employees of the program manager or by another person. (b) Whenever the Administrator finds that the programs described in paragraph (a) of this section does not contain adequate procedures and standards to meet this part, the program manager must, after notification by the Administrator, make changes in those programs requested by the Administrator. (c) A program manager may petition the Administrator to reconsider the notice to make a change in a program. The petition must be filed with the Executive Director, Flight Standards Service, within 30 days after the program manager receives the notice. Except in the case of an emergency requiring immediate action in the interest of safety, the filing of the petition stays the notice pending a decision by the Administrator.
