CAMP Certificate Requirements

FAR 91.1435 CAMP Certificate Requirements

FAR 91.1435 explains who must hold an airman certificate when performing or supervising maintenance under a Continuous Airworthiness Maintenance Program (CAMP).

In Plain English

FAR 91.1435 sets the certification rules for people who supervise or perform inspections under a Continuous Airworthiness Maintenance Program (CAMP) in fractional ownership operations.

The rule has two main parts:

  • Who must hold an airman certificate: Each person directly in charge of maintenance, preventive maintenance, or alterations for a CAMP, and each person performing required inspections for a CAMP, must hold an appropriate airman certificate.
  • Exception: This requirement does not apply to maintenance, preventive maintenance, alterations, or required inspections performed by part 145 repair stations located outside the United States.

The regulation also defines what "directly in charge" means. It is the person responsible for the work of a shop or station performing maintenance or other airworthiness-related functions. That supervisor doesn't have to watch every worker constantly, but must be available for consultation and able to make decisions when issues arise that exceed the worker's authority.

This matters operationally because it ensures qualified, certificated personnel are accountable for keeping fractional aircraft airworthy under the CAMP system.

Regulation Text
14 CFR § 91.1435
§ 91.1435 CAMP: Certificate requirements. (a) Except for maintenance, preventive maintenance, alterations, and required inspections performed by repair stations located outside the United States certificated under the provisions of part 145 of this chapter, each person who is directly in charge of maintenance, preventive maintenance, or alterations for a CAMP, and each person performing required inspections for a CAMP must hold an appropriate airman certificate. (b) For the purpose of this section, a person “directly in charge” is each person assigned to a position in which that person is responsible for the work of a shop or station that performs maintenance, preventive maintenance, alterations, or other functions affecting airworthiness. A person who is directly in charge need not physically observe and direct each worker constantly but must be available for consultation and decision on matters requiring instruction or decision from higher authority than that of the person performing the work.
