Kabul FIR Flight Prohibition

FAR 91.1619 Kabul FIR Flight Prohibition

FAR 91.1619 (SFAR 119) prohibits U.S. operators from flying in the Kabul FIR (OAKX), with limited overflight, contract, and emergency exceptions.

In Plain English

FAR 91.1619 is Special Federal Aviation Regulation (SFAR) No. 119, which generally prohibits U.S. operators from flying in the Kabul Flight Information Region (FIR), OAKX (Afghanistan airspace).

It applies to:

  • U.S. air carriers and U.S. commercial operators
  • Holders of FAA airman certificates (except when flying U.S.-registered aircraft for a foreign air carrier)
  • Operators of U.S.-registered civil aircraft (except foreign air carriers)

Limited operations are allowed:

  • Overflights at or above FL320, with approval from Afghan authorities
  • Transiting overflights on jet routes P500–G500 at or above FL300, with Afghan authority approval
  • Operations below FL320 only under a U.S. Government contract, grant, or cooperative agreement, with FAA approval or exemption

In an emergency, the pilot in command may deviate as needed for safety. Most pilots who deviate must file a written report with the responsible Flight Standards Office within 10 business days.

This matters because flying into prohibited airspace can result in certificate action and serious safety risk. The SFAR is currently in effect until July 25, 2028.
